Abstract
One might wonder whether the current road safety management system offers effective pedestrian protection. Statistical data, prevention programmes and legislation are particularly sensitive to these considerations. According to statistics, one in three people killed on the road are pedestrians, compared to one in five in the EU. Despite the efforts of the public administration, which consisted mainly in the development of preventive programmes, conducting cyclical actions and taking actions within the framework of daily interventions, the situation has not improved dramatically. The authors decided to investigate the reasons for this and to identify areas that could help to further improve pedestrian safety. The starting point for the discussion is an analysis of statistical data on pedestrian accidents in the context of the causes of these events. An important element is also an attempt to relate this issue to aspects of safety culture, which is analysed in terms of safety sciences. This work is licensed under a Creative Commons Attribution 4.0 International License.
