Abstract

This article presents selected determinants of health security. Consideration is based on the literature as well as source documents. Critical analysis of the literature, induction, observation and deduction is used. On the basis of deliberations conducted it is found that health security depends on both internal factors and exogenous conditions, and in particular the quality of health policy determinants, which include socio-cultural, demographic and quality legal solutions. Among the endogenous conditions, factors such as socio-culturally stimulating, creative and innovative behavior should stress the importance of projects aimed at creating a network of public hospitals – a knowledge-based organization, the formation of a pro-innovation culture, establish a system of personnel development, generating changes in the system to stimulate creative thinking (creativity) and action (innovation), as well as entering into synergistic systems of innovative cooperation – building a “knowledge network” with the external environment. The last section presents the conclusions from the analysis of literature and documentation on the activities of public entities and knowledge of health safety, based on the results of individual interviews conducted between January 2007 to December 2011. In such an adopted framework, this paper presents a diagnosis of areas of major impact on health security. Health care infrastructure, information and diagnostic and therapeutic technologies are presented as essential elements in building an internally balanced system in the development of health security.
