Dear Readers,
It is with great pleasure that we bring to your hands another, already the third, issue of the journal "", in which, as in previous issues, you will find topics in the field of international security in the broadest sense, as well as information or personnel security.
"The current times bring with them a huge load of diverse events, as the 21st century is a period of great changes and tremendous progress in various spheres of human life. Due to the buildup of social and civilization threats, the sense of security of many environments and social groups is decreasing. Therefore, human security styling can significantly help counter threats. Awareness of the types and possibilities of threats, prevention in the broadest sense, and rational education in all possible levels of human life should contribute to the marginalization of crisis and pathological phenomena." Such words begin the article under the title "Stylization of human security in the social environment" (Author: A. Pieczywok), which describes the functioning of the individual in a number of environments and social spaces, where there are various threats. Threats that, on the one hand, can be a confluence of unfavorable situations, misfortunes, but can also result from deliberate action.
St. Zarobny in the article titled. "The European Union as an actor of modern security" addresses the genesis of the integration process in Western Europe and, more specifically, the formation of the European Union. He presents its genesis, evolutionary process, functioning and its tasks from 1992, that is, from the signing of the Maastricht Treaty, to the present day. The author, points out that the main engine of the EU in the area of European security is the Common Security and Defense Policy.
Tryk, in a study titled "Islamic Terrorism in the 21st Century and its New Face: the Islamic State (ISIS, DAESH)," describes that terrorism can have various backgrounds. For there will always be people who are ready - for ideas, religious beliefs or political-economic goals - to use violence or use threats of violence. The author stresses that the times we live in, especially the rapid advances in information technology, have made it possible for terrorists to count on a so-called "wide audience. Thanks to the Internet and 24-hour news services, they are assured that their message can reach the maximum audience, triggering a state of insecurity in them, which will make them influence the rulers of the respective countries.
Also included in the theme of international security in its broadest sense is an article by Dr. M. Brylev titled "The Kurds. "The Kurds - a nation divided among four", in which the Author introduces the history and situation of the Kurds in the Middle East.
In the current issue you will also find studies addressing legal issues in various areas: "Rights versus Obligations of Temporary Detainees in Poland" (Author: J. Nikolaev), "Legal Aspects of Police Apoliticality" (Author: M. Kruk), "Duties and Restrictions of Police Officers in Private Life" (Author: K. Forytarz).
In the article titled. "Safety of pedestrian road users. Statistical and legal perspective" (Authors: J. Gierszewski, B. Bajorski) presents on the basis of statistical data that in Poland one in three people killed on the road is a pedestrian, while in the EU - one in five. As the Authors point out, despite the efforts of the public administration - consisting mainly of developing prevention programs, conducting cyclical actions and taking action as part of daily interventions - the situation is not improving dramatically. The authors look for reasons for this state of affairs and point out areas that can help further improve pedestrian safety.
In the current issue you will find a study on information security. E. Matuska in the article titled: "Digital security management in the sector of small and medium-sized enterprises - personnel aspects" points out that the area in which it is particularly necessary to ensure the secure processing of business data is the area of human resources and marketing processes related to customer relations. The study addresses the issue of assessing the preparedness of the Polish SME sector to manage cyber security in the context of the spread of digital practices in the processes of transferring and processing business data and the challenges of the new law on personal data protection (NUODO). It describes area gaps, including competence gaps of managers and employees, in the sphere of responsible protection of business processes from digital threats.
Issue three of "The study of Security” also includes topics on the functions performed by the mass media. This is of particular importance in the event of a crisis situation, in which mass communication is an essential element for controlling the panic or negative emotions of the population, indicating appropriate attitudes towards the situation or providing assistance. M. Beskosty in the article titled. "Functions and Role of the Media of Crisis Management" describes the way in which the media are aiming to strengthen their influence and power to influence society in ever-widening spheres of human life. The author has attempted to analyze the role of the media in the process of crisis management, their functions and importance in conditions of emergencies and crisis situations.
"Response of civilians in a crisis situation in the context of psychological factors"(Authors: G. Diemientiev, J. Brzezinskaya) describes one of the most fundamental human needs - the need for security. The article presents research on the psychological determinants that determine the civilian population's rescue efforts in a crisis situation.
Number three also includes publications by I. Bieniecki titled: "School of sanitary non-commissioned officers of the internal army in Szczecin and its importance in the training of lower medical personnel for the needs of the border protection troops and the internal security corps in 1958-1966" and P. Pokwicki titled: "The evolution of the medical units of the internal security corps". "The evolution of prevention branches and independent police prevention subdivisions in 1990-2016".
