Issue Description

From the Editor

Dear Readers,
We are pleased to hand over to you another - the seventh issue of our scientific journal "The study of Security", in which the Authors during their deliberations referred in their publications various aspects of security in the broad sense, including in the context of the current situation in the world.

This issue of the journal opens with an article by Andrzej Żebrowski entitled: The evolution of security in Europe at the beginning of the 21st century. Selected aspects, in which he devotes special attention to the issues related to the factors that have a significant impact on changes in the evolution of security in Europe, taking into account the current situation in the field of international security.

In the following article titled: Natural hazards concept, essence and classification, Andrzej Urbanek presented a key area of national security, the main purpose of which is to protect the population from the effects of various types of hazards that may appear on the territory of Poland, but also outside its borders and may be caused by human activity, but also by forces of nature. The author, based on his research work, has attempted to define the concept, present the essence and author's classification of natural hazards from the perspective of universal security.

The subject of Wieslaw Babik's article is Information security as a global challenge for the 21st century is information security, treated as a global challenge of the 21st century. The reason for this is the existence of many contemporary threats to information, both in the public and private spheres, which put information in a dangerous situation. The answer to this challenge is, among other things, information ecology, whose infoecological guidelines are supposed to make information safe.

The publication by Aleksandra Nowak and Weronika Libuda entitled: Public international law in the times of new challenges and new types of conflict covers the issue of the conflict taking place on the border between Poland and Belarus. This article provides an overview of the most important aspects of this conflict, which is presented by the authors in the broader perspective of other hybrid actions used by Russia. The article cites provisions of public international law, European Union law and Polish domestic solutions related to the migration crisis.

The next publication, Terrorism: a contemporary threat to the existence of people in the world, was devoted to the issue of terrorism as one of the greatest threats in the world. In his publication, Krzysztof Jurek shows terrorism through the prism of links with politics, but without anchoring it in international or domestic law.

Piotr Pawlak, in his publication entitled: The influence of Russian propaganda and disinformation on Poland's political culture in virtual space, addresses the problem of the degradation of contemporary political-public debate, which is very relevant in the current era. On the one hand, the author draws attention to the danger of disinformation and propaganda of the Russian Federation in its relations against Poland and its society, but on the other hand, he notes the elements of strengthening the model of political culture desirable for democracy. The text is a contribution to reflection on the current state of political culture and its role in leveling the crisis of democracy.

Oleksii Valevskyi in his article titled: Dynamics of change in the political identity of Ukrainians as a result of the war with Russia analyzes the transformation in the consciousness of Ukrainian citizens in the context of Russia's invasion of Ukraine. The author attempts to study the dynamics of changes in political and value attitudes of social consciousness in the conditions of resistance to the military aggression of the Russian Federation and the need to examine the conceptual basis of the formation of a renewed identity in the post-war period. These activities are aimed at restoring the economic and social foundations of society in the context of the implementation of the state integration course with the EU.

The article, Financial and economic policy of Ukraine in the conditions of war with Russia: Current problems and prospects for development, by Svitlana Dombrovska and Viktoria Shvedun, focuses on analyzing the current problems of Ukraine's financial and economic policy in the conditions of war with Russia. The authors emphasize that the logistical challenges of the war continue to burden the economy, and suggest further development of Ukraine's financial and economic policy, particularly the import of luxury goods, which may be a good alternative to direct conversion of funds into foreign currency.

Rozhko Vadym and Streltsov Volodymyr, in their publication entitled: Mechanisms of informatization of public administration of military-political activities, point to the important role of informatization of public administration in military-political activities especially in the context of the current war situation.

The next article Civil defense in poland in terms of needs and legal regulations was devoted to civil defense in Poland in terms of needs and legal regulations. In his work, Eugeniusz Kolpaczynski points out that the study of the state and needs of civil defense in Poland carried out by state institutions, social institutions and scientists from various academic centers are not consistent in terms of both legal and organizational regulations, and therefore require multifaceted corrective actions.

Marek Kania - author of the publication entitled: Firearms permits for personal protection purposes, based on his own experience, analyzes the legislation and practice used in the provincial police headquarters in the context of obtaining a permit for a firearm for personal protection. The issue of properly documenting the prerequisites for obtaining such a permit, in his opinion, seems very problematic.

Authors Ireneusz Bieniecki, Izabela Szkurłat in their publication entitled: The eastern border security subsystem of the PRL by border protection forces and its impact on state security in the second half of the 20th century. Selected issues. Part 1. presented the tasks carried out by WOP, the organizations and changes in the system of protecting the border of the People's Republic of Poland in 1945-1991, the forces and resources of WOP participating in the protection of the border of the People's Republic of Poland until the mid-1980s, and the division of the borderland, as well as crimes committed on the borderland and the border of the People's Republic of Poland-Soviet Union.

The last article of this issue addresses the very topical issues of smart society, education and new forms of "information society" education in light of Polish law and European Union law (Smart society, education. New forms of "information society" education in the light of polish and eu law). The author - Dawid Czerw analyzes the current forms of education in Poland in 2021 in primary and secondary schools and in the context of the development of new technologies and information overload questions the level of education in this area.

In conclusion, on behalf of the editors, I express my conviction that the publications included in this issue are an important contribution to the issue of security, so I strongly encourage you to read them.
